BUFFALO, NY (September 9, 2025) — Child and Family Services (C+FS) is proud to announce the appointment of new officers and the addition of four distinguished members to its Board of Directors.
We welcome Neil A. Pawlowski as Chair and Christine Cisco as Vice Chair of the Board of Directors. William Loecher and Jin Yun will continue to serve on the Board of Directors as Secretary and Treasurer,respectively. Joining these officers as new members of the Board of Directors are Heather Gresham, Dr. Jacqueline Hall, Lisa Petronio and Jill Wisniewski, each bringing exceptional professional expertise and a deep dedication to community service.
Reflecting on this important moment of leadership transition, newly-appointed Chair Neil Pawlowski shared his vision for the Board and the community it serves:

New Board Officers and Trustees
Neil A. Pawlowski – Chair
Neil A. Pawlowski is the Founding and Managing Partner of the law firm of Duggan & Pawlowski LLP where he focuses his practice on real estate law, representing clients in both residential and commercial transactions. Neil has been selected to the “Super Lawyers” list for Real Estate Law from 2023–2025. He also serves on the Board of Trustees for GLYS of WNY, Ronald McDonald House of WNY, University at Buffalo’s Law Alumni Association and he is a member of the University at Buffalo Law School’s Dean’s Advisory Council.
Christine Cisco – Vice Chair
Christine Cisco has been a financial advisor for nearly 30 years, joining RBC Wealth Management in 2011 and becoming the Branch Director in 2019. Christine is a Certified Financial Planner™ and enjoys helping her clients meet their financial goals. Christine is a member and past president of the Rotary Club, a member of P.E.O. and has held many volunteer leadership roles including the Samaritan Auxiliary, the Roswell P. Flower Memorial Library and the YMCA.
William Loecher – Secretary
Bill Loecher is Vice President at West Herr Automotive Group, where he has served for nearly 40 years. He joined the Child and Family Services Board of Directors in 2009 and has been an invaluable leader and advocate for the Agency. Bill’s passion for the mission and vision of Child and Family Services is evident not only through his own commitment, but also through the engagement of his West Herr colleagues, many of whom join him in his philanthropic efforts. Beyond his work with C+FS, Bill is a dedicated community volunteer at Roswell Park Comprehensive Cancer Center, where he chaired the highly successful Herd of Hope campaign, and has been a champion for initiatives such as the Ride for Roswell, for which he has surpassed $1 million in lifetime fundraising.
Jin Yun – Treasurer
Jin Yun serves as First Line of Defense Risk Director at Fifth Third Bank, where he leads efforts to strengthen risk management and regulatory compliance. With more than a decade of experience in banking and consulting, including leadership roles at M&T Bank and IBM, Jin brings expertise in data governance, risk oversight and strategic planning. A dedicated community leader, he has been Treasurer of the Child and Family Services Board of Directors since 2021. Jin has also been a volunteer with the United Way of Buffalo & Erie County, serving on advisory boards and as a Families Ambassador.
Heather Gresham
Heather Gresham is Counsel and Vice President of People and Culture at RepresentUs, America’s leading nonpartisan anti-corruption organization. For over two decades, Heather has held HR leadership roles in multiple industries, including healthcare, higher education and transportation. A licensed attorney, Heather earned her Juris Doctor and bachelor’s degrees from the University at Buffalo. She also holds professional certifications from the Society for Human Resource Management (SHRM), the Human Resources Certification Institute (HRCI), Cornell University School of Industrial and Labor Relations and John F. Kennedy School of Government at Harvard University, Executive Education.
Dr. Jacqueline Hall
Dr. Jacqueline Hall is the Executive Director of the Buffalo and Erie County Workforce Investment Board overseeing the development and implementation of workforce policies and Workforce Innovation Opportunity Act (WIOA) funded programs. Dr. Hall has also served as the executive director/family independence at the Erie County Department of Social Services, directing operations of four major program division areas including SNAP, Medicaid, Employment and Daycare. Her previous experience also includes work with Kaleida Health, the WNY Women’s Foundation, The Community Action Organization and The University at Buffalo, Center for Urban Studies.
Lisa Petronio
Lisa Petronio is a Senior Relationship Manager at TIAA, where she partners with retirement plan fiduciaries to guide more than $10 billion in retirement savings. Lisa has been recognized nationally with honors including 401(k) Specialist Magazine’s Top Advisor by Participant Outcomes and multiple NAPA Top Woman Advisor awards. In addition to her professional work, Lisa is deeply engaged in the Buffalo community, serving as Vice Chair of the Child and Family Services Foundation Board and on the boards of Child and Family Services and Goodwill of WNY.
Jill Wisniewski
Jill Wisniewski is an Occupational Therapist and the Director or Rehabilitation at Absolut Care, bringing to the C+FS Board of Directors years of leadership experience in healthcare and a deep commitment to serving others. Jill’s responsibilities range from direct patient care to managing personnel, scheduling, billing and evaluations. She began volunteering with C+FS more than eight years ago to give more of her time and energy to causes that make a lasting difference. In 2024, Jill was awarded the Child and Family Services Volunteer Award.
